Housing Choice Voucher (Section 8) Eligibility
The Low Rent Housing Agency of Burlington, IA, is responsible for ensuring that every individual and family admitted to the Housing Choice Voucher program meets all program eligibility. This includes any individual approved to join the family after the family has been admitted to the program. The family must provide any information needed by the Agency to confirm eligibility and determine the level of the family’s assistance.
The Low Rent Housing Agency of Burlington, Iowa determines eligibility for a housing voucher based on the total gross income and family size and is limited to U.S. citizens and specified categories of non-citizens who have eligible immigration status. To be eligible for the Housing Choice Voucher program, the applicant family must:
- Qualify as a family as defined by HUD and the Low Rent Housing Agency of Burlington.
- Have income at or below HUD-specified income limits.
- Qualify on the basis of citizenship or eligible immigrant status of family members.
- Provide social security number information for family members as required.
- Consent to the Low Rent Housing Agency of Burlington’s collection and use of family information as required for in Agency provided consent forms.

Income Eligibility

Levels of Low-Income
Low-income: A family whose annual income does not exceed 80 percent of the median income for the area, adjusted for family size.

Extremely low-income: A family whose annual income does not exceed 30 percent of the median income for the area, adjusted for family size.
Income limits are used for eligibility only at admission. Eligibility is established by comparing a family’s annual income with HUD’s published income limits.
How Do I Apply for the Housing Choice Voucher Program?
Section 8 applications are handed out the first Thursday every month at 9 -10 AM. The first 20 people will get an application.
Only the head or co-head of the family will be permitted to sign up. To sign up, you MUST have your current photo I.D. The HCVP has a local preference which gives Burlington residents a preference. A person, who requires a reasonable accommodation, may contact the Section 8 office at 319-752-4042.
